1. The Federal Government of Nigeria (FGN) has secured a facility from the African Development Bank (the Bank) to implement a five-year SPECIAL AGRO-INDUSTRIAL PROCESSING ZONE (SAPZ) Program Phase I (SAPZ-I) in five (5) partnership State participating states of Kaduna, Oyo, Cross River, Imo and Ogun State intends to apply part of the agreed amount to finance payments under the contract for the Consultancy Services for Design and Supervision of the Construction of the Garment Training Centre in the Agro-Industrial Hub, Ilisan-Remo, One (1) Mega Watt Power Facility at Eriwe and 1.13km Access Roads in Ajegunle, Obafemi-Owode, 3.78 km in Odeda, and 2.86 km in Eriwe of Odogbolu Local Government of Ogun State of Nigeria.
2. The consultancy services is for the Design and Supervision of the Construction of the Garment Training Centre in the Agro-Industrial Hub, Ilisan-Remo, 1 Mega Watt Power upgrade at Eriwe and 1.13km Access Roads in Ajegunle, Obafemi-Owode, 3.78 km in Odeda, and 2.86 km in Eriwe of Odogbolu Local Government. The scope of the service is to prepare a Master Plan with detailed engineering design, Bill of Engineering Measurement and Evaluation (BEME) and supervise the construction/ rehabilitation of economic, social, and ancillary infrastructure in the ATCs.
The Consultant is also required to design and supervised the Garment training center in the AIH, 7.77km of access roads in total for 3 locations and Power upgrade in Eriwe Agro-processing Hub. The facilities to be provided under a Design and Supervision/site-and-services model include fencing, administrative block, quality control and social buildings, roads, drainage, power supply and water, training center, administrative block, warehouse and material handling and others.
3. The Ogun State Project Implementation Unit (SPIU) now invites eligible consultancy firms to indicate their interest in providing these services. Interested consultancy firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.
4. Interested consultancy firms may obtain further information at the address below during the office hours of 08:00am and 04:00pm (Local time, Mondays–Fridays).
5. The estimated duration of the assignment is Three (3) months for Design, (12) months for Supervision of Construction works and (12)- month Defects Liability Period and the estimated starting date is 15th July, 2026.
6. Eligibility Criteria, establishment of the shortlist and selection procedure shall be in accordance with the Procurement Policy for the Bank Group Funded operation (October 2015), which is available on the Bank’s website at http://www.afdb.org.en/projectsandoperations/procurements/new-proedure-policy.
7. Late submission will NOT be accepted. The client is not bound to short-list any consultant.
