INVITATION TO TENDER FOR THE PROPOSED SEPARATION OF LAGOS- 2 ZONAL DIRECTORATE FROM LAGOS- 1 ZONAL DIRECTORATE FILE SERVER AND NETWORK INFRASTRUCTURE FOR THE COMMISSION

1. INTRODUCTION
1.1 The Economic and Financial Crimes Commission (EFCC) is a Nigerian Anti-Corruption Agency that investigates financial crimes such as Advance Fee Fraud (419 fraud) and Money Laundering.
1.2 The Economic and Financial Crimes Commission (EFCC) hereby invites interested, competent and reputable contractors with relevant experience and good track records to participate in the National Competitive Bidding (NCB) procedures as described in the Revised Standard Bidding Document (RSBD) for works that can be found on the website of the Bureau of Public Procurement (BPP) i.e. www.bpp.gov.ng;

2. 2. SCOPE

LOT W1:  PROPOSED SEPARATION OF LAGOS- 2 ZONAL DIRECTORATE FROM LAGOS-1 ZONAL DIRECTORATE FILE SERVER AND NETWORK INFRASTRUCTURE

3. ELIGIBILITY REQUIREMENTS
Interested companies are requested to submit the following documents/ information with verifiable evidence for assessment/consideration:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7 or 1.1;
b. Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31st December 2026 with minimum turnover of N150, 000,000.00 for the Works.
c. Evidence of valid Pension Compliance Certificate.
d. Evidence of valid Industrial Training Fund (ITF) Compliance Certificate.
e. Evidence of valid Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate.
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2025 or valid Certificate issued by BPP.
g. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Economic and Financial Crimes Commission (EFCC) or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
h. Company’s Audited Accounts for the last three (3) years.
i. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/ Professional qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON etc.);
k. For Supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs).
l. Electricity Jobs: Evidence of current License issued by Nigerian Electricity Management Services Agency (NEMSA), if applicable
m. Verifiable evidence of registration with NITDA, AND CPN
n. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
o. List of Plants/Equipment with proof of Ownership/Lease (where applicable);
p. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
q. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address.
r. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

4. COLLECTION OF TENDER DOCUMENTS
Tender documents are obtainable from the Procurement Office, 5th Floor at Head Office of the Economic and Financial Crimes Commission, Plot No 301-302 Cadastral Zone C-O Institution and Research District, Abuja, Nigeria on evidence of payment of a non-refundable tender fee of N10, 000.00 per Lot, paid into the Economic and Financial Crimes Commission Remita account in any reputable commercial bank in Nigeria. The fee should be paid into the Commission’s Operations Account 0020089361061; NUBAN No 300089856

5. SUBMISSION OF DOCUMENTS
Prospective bidders are to submit bid for each of the Lot desired in three (3) hard copies each of the Technical, Standard bidding document form (SBDF) and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid”, “Sbdform” and “Financial Bid”. Thereafter, put the three sealed envelopes together in a bigger sealed envelope addressed to The Executive Chairman, Economic and Financial Crimes Commission, Plot No 301-302 Cadastral Zone C-O Institution and Research District, Abuja, Nigeria and clearly marked with (LOT NO and Project Title). (Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box (at the EFCC Office, No2 Nyala Street Wuse Zone 6, Abuja) not later than 12:00noon, 30th June, 2026.

6. OPENING OF BID DOCUMENTS
The tender documents will be opened immediately after the deadline for submission (12:00noon, 30th June, 2026) at the EFCC Office No 2 Nyala Street Wuse Zone 6, Abuja, in presence of two (2) representatives of the private sector professional bodies and Civil Society Organization in the areas of Anticorruption/Transparency, while the financial bids will be kept un-opened. Please, ensure that you sign the Bid Submission Register at the EFCC Office No 2 Nyala Street Wuse Zone 6, Abuja as the Economic and Financial Crimes Commission will not be held liable for misplaced or wrongly submitted bids. 7. GENERAL INFORMATION
a. Bids must be in English Language and signed by an official authorized by the bidder;
b. Bids submitted after the deadline for submission would be returned un-opened;
c. Softcopy of financial bid MUST BE TYPED in MS Excel format, NOT HANDWRITTEN
d. A bidder/Company shall not bid for more than one (1) Lots;
e. All costs will be borne by the bidders;
f. The Economic and Financial Crimes Commission is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
g. Contractors/Suppliers who have worked for the Commission and have history of poor performance, abandonment or prolonged contract execution /extension need not apply, as they will be disqualified.
h. The Economic and Financial Crimes Commission is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
i. Failure to comply with the above requirements shall automatically result in the disqualification of a bidder.
j. Documents shall be verified and violators shall be referred to investigating authorities.
