3.0. PRE-QUALIFICATION REQUIREMENTS Invitation for tender must be submitted in the following order: a. Cover letter duly signed by the company’s authorized signatory indicating the specific area(s) of specialization under the named heading (Works) b. Certificate of incorporation/registration with corporate affairs commission (CAC) Company Audited Account for the year (2024, 2025 and 2026) c. Company’s profile and organization structure with the CV of key personnel with professional certificate. d. Evidence of financial capability (reference letter from reputable bank capable and willing to provide line of credit for project execution if required) e. Current tax clearance certificate of the company and two directors for the last three years (3) (2023, 2024 and 2025) f. Evidence of technical capacity (list of equipment, staffing etc.) g. Possession of experience as a prime contractor in at least two (2) projects of similar nature and complexity with verifiable letters of award and certificate of job completion within the last (5) years. h. Company audited account for the last 3 years. i. Evidence of three years (3) development levy for two Directors and PPA. j. Evidence of registration with Public Procurement Agency (PPA) and Apapa-Iganmu LCDA in appropriate class and category. k. Apapa-Iganmu will not be responsible for cost/expenses incurred by any interested party i.e. in connection with site inspection or responses to this invitation. l. This invitation for Bid’s shall not be construed as a commitment on the part of Apapa-Iganmu LCDA to award contracts to anyone or even award any contracts at all.

WATERAID NIGERIA, on behalf of the National Technical Working Group (NTWG) on Climate-Resilient WASH, invites qualified and experienced individual consultants or consulting firms to submit proposals for the provision of consultancy services to undertake a Capacity Needs Assessment of the NTWG, as detailed in this Request for Proposals (RFP) and its accompanying Terms of Reference (ToR).
Interested consultants/firms are required to submit both Technical and Financial Proposals in accordance with the instructions set out in Section 7 of this RFP, by the deadline specified above. Proposals received after the deadline, or that do not meet the minimum requirements set out in this RFP, will not be considered.
The consultancy is expected to be completed within 35 working days from the date of contract signing. The consultant will report to the Chair of the National Technical Working Group on Climate-Resilient WASH, with technical and administrative oversight provided by WaterAid Nigeria.
Proposals will only be considered from individual consultants or consulting firms that meet the following minimum qualification requirements:
Advanced degree in climate change, environmental engineering, WASH, public policy, or a related field.
Demonstrable understanding of WASH, climate change, climate resilience, and adaptation and mitigation issues.
Minimum of ten (10) years of relevant experience, with proven expertise in climate finance (e.g., GCF processes), capacity assessment and institutional strengthening, and WASH and climate resilience programming.
Demonstrated understanding of the Nigeria WASH sector and prior experience in climate change and climate action.
Technical Proposal
The Technical Proposal should not exceed 15 pages (excluding annexes and CVs) and must include:
Cover letter / expression of interest, confirming availability for the full duration of the assignment.
Understanding of the assignment, demonstrating familiarity with the ToR, NDC 3.0, NAP, and the Nigeria WASH/climate landscape.
Proposed methodology and approach, including assessment tools (e.g., CAF, SWOT), stakeholder engagement strategy, and quality assurance measures.
Detailed workplan and timeline, aligned with the 35-day LOE
Team composition and CVs (for firms), or CV and relevant certifications (for individual consultants), clearly indicating qualifications and experience.
Evidence of past performance, including at least three (3) similar assignments completed in the last five (5) years, with reference contacts.
Company registration and statutory documents (for firms), including tax clearance certificate and certificate of incorporation, where applicable.
Financial Proposal
The Financial Proposal must be submitted as a separate document and should include:
A detailed cost breakdown covering professional fees, travel and logistics, stakeholder consultation/workshop costs, communication, and any other relevant costs.
Professional fees expressed as a daily/consultancy rate, multiplied by the proposed number of working days.
All costs quoted in Nigerian Naira (NGN), inclusive of applicable taxes, and valid for at least 90 days from the submission deadline.
A signed declaration that the quoted price represents the consultant’s/firm’s best and final offer.

Mandatory Professional Extension for Lot 10 – 12 (Consultancy Services): Verifiable evidence of the consulting firm’s current, valid corporate registration and operational licenses issued by relevant professional regulatory councils, specifically: ARCON (Architects), COREN (Engineering), QSRBN (Quantity Surveying), and CORBON (Building). 8. A formal, unexpired Sworn Affidavit deposed before a Federal or State High Court confirming that: (a) the bidding corporate firm is not in bankruptcy status, under administration, or undergoing liquidating insolvency procedures; (b) none of the company’s core operating directors has ever been convicted by a court of law across any jurisdiction for actions involving financial fraud, economic crimes, or corporate misrepresentation; (c) no current administrative officer of Nnamdi Azikiwe University, Awka, the Tertiary Education Trust Fund, or the Bureau of Public Procurement holds any proprietary, shareholder, or conflict-of-interest position in the firm; (d) all documentation, certifications, references, and technical parameters contained in this submission are true, factual, and open to physical authentication.
CRITICAL DISQUALIFICATION THRESHOLD: The administrative evaluation criteria set out above are absolute and NON-SCOREABLE. Bidders are legally warned that any package lacking a single valid entry among the parameters (1) through (8) will receive an automatic disqualification stamp during technical opening, and its financial bid will be immediately set aside.

6. SUBMISSION OF TENDER PACKETS & EOI PORTFOLIOS

2. ELIGIBILITY REQUIREMENTS All tenders must comply with the requirements of Public Procurement Act, 2007 and interested bidders must submit the following documents: a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission including form CAC 1.1 or CAC2 and CAC7, or Status Report b) CTC of Articles and Memorandum of Association of the Company. It must show that the company has ICT related activities as part of its objectives (ICT Objectives not a requirement for Non-ICT Projects and Goods) c) Evidence of Company’s Income Tax Clearance Certificate for the last three years (2023, 2024, and 2025) valid till 31st of December 2026 d) Evidence of Pension Clearance Certificate valid till December 31, 2026 (applicable where number of staff is at least 15) e) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till December 31, 2026 (applicable where number of staff is at least 5 or at least N50Million turnover) f) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till December 31, 2026. g) Evidence of registration on the National Database of Federal Contractors, Consultants and Service providers by submission of an Interim Registration Report (IRR) expiring by 31st December 2026 or valid certificate issued by BPP. h) Sworn Affidavit disclosing whether any officer of the relevant committees of the Nigerian Communications Commission or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and any of its directors has not been declared bankrupt. Bidder has to confirm that all information presented in its bid are true and correct in all particulars. (Bidders are required to enclose receipt of fees paid for the sworn affidavit). i) Company’s audited accounts for the last three years (2023, 2024, and 2025). j) Reference Letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed. k) Evidence of Company’s current registration with relevant regulatory professional body(ies) such as NITDA/CPN/Information Communication Technology (For ICT Projects). l) Company’s Profile with Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON, CPN, EHORECON etc. (Where Applicable) m) Verifiable documentary evidence of at least (3) similar projects carried out in the past five (5) years accompanied by Letters of Award, Valuation/Job Completion Certificates and Photographs of the projects. n) List of Plant, Equipment with Proof of Ownership/lease where applicable. o) For Joint Venture/Partnership, the following documents must be provided for each JV partner: Memorandum of Understanding (MoU), CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Affidavit. NOTE: NOT MORE THAN TWO COMPANIES SHOULD FORM A JOINT VENTURE p) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The letterhead Paper must bear the names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by authorized officer of the firm. q) Possession of appropriate NCC Licence for all Telecommunications specific projects.
3. BID BOND All bids at the sum of N100 million and above shall be accompanied by a bid security in the amount not more than 2% of the bid price by way of bank guarantee issued by a reputable bank acceptable to NCC in line with Section 26 (1) of the Public Procurement Act, 2007.
4. SUBMISSION OF BIDS a) Bids must be in English Language and signed by an official authorised by the bidder. b) Interested Firms are to submit two (2) bound documents separately in a sealed envelope c) All Documents should be addressed to: Head, Procurement Department, Room 219, 2nd Floor, Nigerian Communications Commission Head Office, Plot 423 Aguiyi Ironsi Street, Maitama, Abuja. d) Each Package shall be clearly marked with the following information on both sides of the envelope: • Expression of Interest marked NCC/LOTX/EOI/2026 (Please note that X denotes the Lot Name) • Name of Bidder on each of the enclosed document. • Contact Name, Phone Number and E-Mail Address. e) All copies of the documents shall be duly signed by an authorized representative of the Bidder. In the event of any discrepancy between copies, the original shall govern. f) Interested Parties shall not bid for more than TWO (2) Lots of all 2026 NCC Projects and Consultancies. g) NCC will assume no responsibility for the content of tamper evident bids or for non-compliance with this instruction.
