INVITATION TO TENDER
1.0. INTRODUCTION
1.1 Apapa- Iganmu Local Council Development Area invites interested and reputable contractors for the following projects.
2.0. SCOPE
LOT1. CONSTRUCTION OF ONIYIDE STREET, BADIA, INCLUDING DRAINAGE AND STREET LIGHTING IN APAPA IGANMU LOCAL COUNCIL DEVELOPMENT AREA.
LOT2. CONSTRUCTION OF ROAD AND DRAINAGE AT OLAITAN STREET, SARI IN APAPA IGANMU LOCAL COUNCIL DEVELOPMENT AREA.
LOT3. RECONSTRUCTION OF ROAD AND DRAINAGE AT AGBEBI STREET, MARINE BEACH IN APAPA IGANMU LOCAL COUNCIL DEVELOPMENT AREA.
LOT4. RECONSTRUCTION OF ROAD AND DRAINAGE AT KADIRI STREET, BADIA IN APAPA IGANMU LOCAL COUNCIL DEVELOPMENT AREA.
LOT5. CONSTRUCTION OF ROAD AND DRAINAGE COVER AT IRETI-OWOSENI STREET, BADIA IN APAPA IGANMU LOCAL COUNCIL DEVELOPMENT AREA.
LOT6. RECONSTRUCTION OF ROAD AND DRAINAGE AT MAKANJUOLA STREET, OKE-OJA (PHASE II) IN APAPA IGANMU LOCAL COUNCIL DEVELOPMENT AREA.
3.0. PRE-QUALIFICATION REQUIREMENTS
Invitation for tender must be submitted in the following order:
a. Cover letter duly signed by the company’s authorized signatory indicating the specific area(s) of specialization under the named heading (Works)
b. Certificate of incorporation/registration with corporate affairs commission (CAC) Company Audited Account for the year (2024, 2025 and 2026)
c. Company’s profile and organization structure with the CV of key personnel with professional certificate.
d. Evidence of financial capability (reference letter from reputable bank capable and willing to provide line of credit for project execution if required)
e. Current tax clearance certificate of the company and two directors for the last three years (3) (2023, 2024 and 2025)
f. Evidence of technical capacity (list of equipment, staffing etc.)
g. Possession of experience as a prime contractor in at least two (2) projects of similar nature and complexity with verifiable letters of award and certificate of job completion within the last (5) years.
h. Company audited account for the last 3 years.
i. Evidence of three years (3) development levy for two Directors and PPA.
j. Evidence of registration with Public Procurement Agency (PPA) and Apapa-Iganmu LCDA in appropriate class and category.
k. Apapa-Iganmu will not be responsible for cost/expenses incurred by any interested party i.e. in connection with site inspection or responses to this invitation.
l. This invitation for Bid’s shall not be construed as a commitment on the part of Apapa-Iganmu LCDA to award contracts to anyone or even award any contracts at all.
4.0. IMPORTANT INFORMATION
I. Additional details are provided in the Bidding documents
II. All claims must be adequately substantiated with documents and will be verified.
III. Sworn affidavit that all documents submitted are genuine.
IV. Late submission will be rejected.
V. All the tender application must be accompanied by a Bid security, 0.5% of Bid price.
5.0. COLLECTION OF BID DOCUMENTS
A complete set of Bidding document in English Language may be collected by interested bidders at the Procurement Office, Apapa-Iganmu LCDA No. 41 Gaskiya College Road, Ijora Badia Lagos on payment of #50,000.00 fifty thousand naira non-refundable fee payable to the Council account upon the submission of a written application to : The Executive Chairman Apapa-Iganmu Local Council Development Area from 6th to 17th July 2026 from 9:00am to 4:00pm
6.0. SUBMISSION OF BID DOCUMENTS
One (1) original copy with three (3) other copies of bids are to be delivered in sealed envelope clearly marked with the project desired title. E.g. Construction of Drainage etc. To the Executive Chairman Apapa-Iganmu local Council Development Area 41 Gaskiya College Road, Ijora Badia and delivered at the same address on or before 17th July 2026 between the hour of 9:00am to 4:00pm.
7.0. BID OPENING
Bids will be opened in the presence of all bidder’s representative who choose to attend on 17th July 2026 by 12:00noon at the Council Hall of Apapa-Iganmu Local Council Development Area.
