Nutrition International is seeking a qualified Fund Management Agency/Event management firm to conduct project events management as part of the implementation of the Vitamin A

Supplementation Project in Cross River, Enugu, Kano, Katsina, Kebbi, Sokoto and Jigawa States 

1. About Nutrition International

2. Background

For 33 years, Nutrition International (NI) has been at the forefront of nutrition, delivering life-saving micronutrients at scale. Each year, NI reaches millions of children under five with Vitamin A supplements and Zinc/Lo-ORS while also providing Iron and Folic Acid tablets to pregnant women to prevent maternal deaths. These interventions have averted infant deaths, prevented mental impairments, reduced stunting by 10 million cases, and prevented 500,000 cases of anemia among women in Nigeria.

Child survival remains a critical challenge in Nigeria, with nearly one million deaths recorded annually among children under five. Despite efforts to improve child health outcomes, the country continues to experience high rates of preventable morbidity and mortality. The current under-five mortality rate stands at 110 per 1,000 live births (NDHS 2023-24), reflecting a slow decline but still falling short of the Sustainable Development Goal (SDG 3) target of reducing under-five mortality to 25 per 1,000 live births by 2030. Contributing factors include weak health systems, inadequate access to quality healthcare, low immunization coverage, and socio-economic barriers that delay timely healthcare-seeking behaviour.

Vitamin A deficiency (VAD) is a major public health problem worldwide and is among the most important contributors to morbidity and mortality among pre-school age children particularly in sub-Saharan Africa. Vitamin A Deficiency (VAD) is a known risk factor for under five mortalities from measles and diarrhea1. The primary causes of VAD are insufficient intake of Vitamin A,  high requirements of Vitamin A for immunity in children, and  increase in vitamin A demand due to childhood infections.2 It has been shown that Vitamin A Supplementation (VAS) for preschool children reduces morbidity and all-cause mortality.3 VAS is recommended in all countries where the under-five mortality rate (U4MR) exceeds 70 deaths per 1000 live births.

The Government of Nigeria uses the biannual Maternal New-born and Child Health Weeks (MNCHW) to deliver essential health services to families, including Vitamin A Supplement (VAS) for children 6-59 months of age, and to increase demand for maternal and child health services. Despite the delivery of VAS to children 6 – 59 months through the biannual MNCHW and other integrated campaigns, some children are missed due to several reasons ranging from low campaign awareness, unavailability of required resources, poor planning, poor community mobilization strategies and poor political will especially at the subnational levels.

To address these emerging challenges, Nutrition International (NI) will address the identified gaps with a more systems-driven and quality-focused strategy that aligns with and strengthens national priorities.

3.  Scope of Work: 

Under the terms of this Agreement, Nutrition International is seeking to work with an event management firm to ensure effective planning, organization, and execution of events to support the National and sub-national government teams in implementing activities toward achieving the project-specific objectives and deliverables to improve Vitamin A Supplementation coverage in the 7 supported States (Cross River, Enugu, Kano, Katsina, Kebbi, Sokoto and Jigawa States).

4. Objectives of the Consultancy

The primary objective of this consultancy is to provide fiduciary support services to facilitate timely and transparent payments to participants (e.g., per diems, transport reimbursements) and service providers (e.g., vendors, training venues, catering, etc.) involved in the implementation of Nutrition International-supported activities in Nigeria.

Activity Areas

     i.Provision

The firm will support activities aimed at strengthening microplanning process, service delivery capacity, supportive supervision, review process and mobilization of outreach teams.

  1. Provide logistics support for the training of LGA PHC teams on revised guidelines and tools for micro plan development
  2. Provide logistics and administrative support to the development workshop on effective supportive supervision guidelines
  3. Support logistics arrangement for independent monitors to conduct MNCHW monitoring and supportive supervision
  4. Provide logistics and administrative support to the review meeting on MNCHW guidelines on efficient and inclusive planning and implementation 
  5. Provide logistics support to health facility outreach teams in States
  6. Provide logistic and administrative support to the MNCHW national review and planning meeting for SNOs & M&Es

ii. Agency and Practice

The firm would support community level engagements to improve awareness creation and VAS coverage. 

  1. Provide logistics support to the orientation/sensitization meetings of religious and community leaders on inclusive MNCHW key messages  
  2. Provide FA (logistics support) to SPHCDA to deploy town announcers to inform communities on the key messages leading up to VAS uptake during MNCHW
  3. Provide logistics and administrative support to the orientation sessions for Ward Development Committees.

5.  Key Responsibilities

  • Develop a work plan detailing the tasks for each of the proposed activities and the level of effort in collaboration with NI.
  • Develop and manage the event planning process within approved timelines and budget.
  • Identify suitable venues and conduct site visits to proposed venues.
  • Provide oversight on accommodation and meal provision through vetted and approved vendors.
  • Handle all protocols, logistic requirements (including hybrid, if necessary), and payments to vendors/suppliers/resource persons/state program teams.
  • Handle all protocols and logistics requirements for participant attendance to events, including travel arrangements, issuing of per diems, and booking of accommodation.
  • Set up event venues, including seating and all the necessary visual equipment.
  • Produce and provide event documents including agenda, attendance, minutes/report, evaluation forms, and other advertising materials where needed (i.e., banners).
  • Compile feedback from event evaluation forms and share with NI.
  • Hold state planning meetings with Nutrition International’s team to seek approval on selected venues, vendors, logistics, and meeting documents.
  • Compile and submit vetted lists of participants prior to any NI supported events
  • Support with participants notification and ensure adequate communication and event information provided to participants.
  • Any other services as may be required.

6. Deliverables of the Consultancy

In close consultation with NI, the Event Management firm is expected to provide the following deliverables for the event:

  • List of proposed meeting venues and vendors (food and accommodations) with quotations from three venues.
  • Detailed plans, pre-event participant lists and budgets for proposed events.
  • Event reports/minutes, pictures, videos, and signed attendance sheets (post event list).
  • Compiled evaluation forms.
  • Financial reports for proposed events, including signed forms where participants receive funds, and bank transfer receipts for all payments made.
  • Invoices/receipts of payments to vendors and participants, including signed forms by each participant in the event they receive funds.

7. Management and Supervision Arrangements

  • The firm is to be managed and supervised by NI.
  • All deliverables will be planned in consultation with NI and the State Government.
  • Prior approval from NI will be sought for the events’ proposed plans and budgets.
  • The selected agency/ consultant will be required to submit venues and vendor quotations at least two weeks prior to the event for approval by NI.
  • Prior approval from NI will be sought for the selection of meeting venues and proposed food vendors.

8. Key Specifications for the Event Management Firm

For an event management firm to be considered for this role, it must meet the following criteria:

  • A company registered with the Corporate Affairs Commission (CAC).
  • Has a Tax Clearance Certificate (at least 3 years).
  • Has the capacity and demonstrated experience to coordinate and successfully manage meeting logistics nationwide.
  • Has robust financial structures to process payments to third parties, e.g., participants, food vendors, and hotels.
  • Can provide at least three references from previous clients.

Submitting the proposal 

More than one firm may be engaged on a contract on this implementation.

The firm is expected to submit to NI a 11-month implementation proposal (ideally not more than ten pages – excluding Annexes, team members’ resumes, previous reports, description of roles, timeline, and the financial proposal), which should have the following outline:
