TENDER OPPORTUNITY: HIRE AND OPERATION OF MIDDLE-WEIGHT HELICOPTERS

1. INTRODUCTION
OANDO ENERGY RESOURCES NIGERIA LIMITED (OERNL) hereby invites interested and prequalified companies to participate in this tender opportunity for the hire and operation of middle-weight helicopters in support of its NEPL / Oando Joint Venture, through the NipeX portal.
The work location shall, for the purposes of project administration and with due regard to climatic, hydrological, and local conditions, be primarily the OERNL Port Harcourt base or the applicant’s Lagos base, with deployment to other OERNL locations as required. The proposed contract term will be fixed for a period of four (4) years with the option to extend for one (1) year. One single contract will be awarded at the end of the tender exercise to the lowest responsive applicant.
2. SCOPE OF WORK
The Scope of work shall include but not be limited to the following activities:
a) Provision and operation of medium-weight helicopters of 12-to-15-seater capacity capable of offshore operations.
b) The model of the helicopters shall be suitable for landing in helipads/helideck with T value 7.
c) Provision of helicopters not more than ten (10) years old from the date of manufacture, i.e., the date of construction of the airframe.
– The helicopters shall be equipped with:
• Twin engines powered by Jet A1 Aviation fuel.
• Dual pilots control units.
• All necessary instruments for day and night flights as appropriate for area of operations.
• Lifesaving and safety appliances for flying over water.
• Public address system – pilot to passengers.
• Communication (radios) and navigation equipment appropriate for her class and operation.
• Wheels for landing and takeoff.
• Room for 12/15 no. detachable pax seats sufficiently spaced in rows to allow for comfortable seating.
d) The craft shall be crewed with a Captain with a total cumulative flight hours of not less than 3,000 and a co-pilot with not less than 1,000 cumulative flight hours experience.

3. MANDATORY REQUIREMENTS
To be eligible for this tender exercise, interested contractors must be pre-qualified under product code 3.08.03 – Air Transport Services of Passengers and Freight in the NipeX Joint Qualification System (NJQS) database.
All successfully pre-qualified suppliers in the category will receive Invitation to Technical Tender (ITT).

b) If you are not listed under the required product/service category but you are registered with Nigerian Upstream Petroleum Regulatory Commission (NUPRC) to do business, visit the NipeX office at Post Square Tower B, 3 Ologun Agbaje Street off Adeola Odeku Street, Victoria Island, Lagos with your NUPRC certificate for verification and necessary updates.
c) To initiate the NJQS pre-qualification process, visit www.nipex-ng.com and click on the registration tab followed by the NipeX SAP Ariba Vendor registration.
d) To be eligible, all tenders must comply with the Nigerian Content requirements as listed in the NipeX system.
4. NIGERIAN CONTENT
OERNL is committed to the development of the Nigerian Oil and Gas sector in observance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria on April 2010.
Pursuant to the NOGICD Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set in the schedule of the Act and any other targets as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB).
Bidders are invited to demonstrate a full understanding, willingness and commitment to comply with the NOGICD Act. Bidders that do not meet the Nigerian Content criterion will not be allowed to participate in the next tender stage.
In line with the NOGICD Act 2010 and its provisions to give full and fair opportunities to indigenous companies in all bidding processes, the following are the Nigerian Content requirements bidders are expected to comply with in their technical bid submissions.
a) Provide evidence of the company’s ownership structure (Forms CO2 and CO7), as well as proof of registration with NCDMB NOGIC JQS and a valid NUPRC Permit.
b) Detailed description of the location of in-country committed facilities & infrastructure (e.g administrative/technical offices, workshops, assembling area, etc.) in Nigeria to support this contract.
c) In line with the NCDMB Human Capacity Development Initiative, the bidder shall commit to providing project-specific training, including man-hours, budgets, skills development, and an understudy plan for Nigerian personnel, utilizing the Oil and Gas Trainers Association of Nigeria (OGTAN)-registered trainers or other NCDMB-approved training institutions.
d) Tenderers shall provide evidence of any of the underlisted documents demonstrating their capacity to execute the scope of work:
i. A Category 1, 2, 3, 4, or 5 NCEC in the Non-Movable (DA) Asset Group, demonstrating capacity to carry out helicopter logistics services in the Nigerian oil and gas industry.
ii. A Category 1, 2, or 3 NCEC in the Construction and Movable Equipment Group, demonstrating ownership of a helicopter within the country.
e) Provide evidence of the percentage of key management positions held by Nigerians and the percentage of the total workforce that are Nigerians. Also, indicate the overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
5. CLOSING DATE
Only bidders who are prequalified and ‘live’ with NJQS Product/Category: 3.08.03 – Air Transport Service of Passengers and Freight in category or categories A, B, C and D, as at the closing date of this advert on May 21, 2026, 16:00hrs 2026, shall be invited to submit bids.
6. ADDITIONAL INFORMATION
a) Suppliers eligibility for this tender opportunity are expected to be prequalified in NJQS under this product/service category.
b) The Invitation To Technical Tender (ITT) and any further progression of this tender shall be via NipeX.
c) All costs incurred in preparing and processing NJQS prequalification shall be to the contractor’s accounts.
d) Suppliers eligible for this tender opportunity are expected to meet the requirements of the Nigerian Civil Aviation Authority (NCAA).
e) This advertisement shall neither be construed as any form of commitment on the part of OERNL to award any contract to any company and/or associated companies, subcontractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever and/or seek any indemnity from OERNL and/or any of its partners by virtue of such companies having being prequalified in NJQS.
f) The tendering process shall follow the double envelope contracting process requiring pre-qualified companies to submit both technical and commercial tenders. Following the technical evaluation of bidders’ submissions, only the commercial submissions of the technically and financially qualified contractors will be accessed.
g) OERNL will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or agents.
