BACKGROUND
FHI 360, a global International non-profit organization committed to improving lives by delivering locally driven solutions to health, education, nutrition and humanitarian sectors in Nigeria. In Nigeria, FHI 360 has taken a strategic, multifaceted approach to addressing critical public health challenges such as HIV/AIDS, while also responding to emerging crises like COVID-19 and supporting nutrition, education and humanitarian initiatives in conflict – affected regions.

The U.S. Government, through FHI 360 EpiC, is supporting the Government of Nigeria (GoN) in strengthening its health system and delivering life-saving interventions. Under this partnership, EpiC has contributed significantly to Nigeria’s COVID-19 response, Mpox surveillance, the implementation of the Global Fund C19RM grant, and global health security initiatives. Additionally, EpiC Nigeria is expanding its technical scope to include Maternal, Newborn, and Child Health + Nutrition (MNCH+N)

As part of the MNCH+N expansion in Bauchi State, a comprehensive assessment of supported health facilities identified critical gaps in MNCH materials for quality service delivery. To address these gaps, EpiC developed a detailed procurement list of MNCH Materials to support this effort.

• The issuance of this RFQ, the submission of a response by an Offeror, or the acceptance of such a response by FHI 360 does not obligate FHI 360 in any manner. FHI 360 makes no warranty or guarantee that an award will be made as a result of this RFQ.

• FHI 360 reserves the right:
o to amend, modify, or withdraw this RFQ;
o to revise any requirement or specification of this RFQ;
o to require supplemental statements or information from any Offeror;
o to accept or reject any or all proposals to this RFQ;
o to waive any proposal deficiencies, and/or communicate with any Offeror to correct or clarify responses that do not conform to instructions;
o to extend the deadline for submission of responses to this RFQ;
• to negotiate potential contract terms with any Offeror; or
• to cancel or reissue this RFQ in whole or in part.
• FHI 360 may exercise these rights at any time without notice and without liability to any responding Offeror or any other party, including liability for expenses incurred in preparation of proposals.
• FHI 360 is not responsible for any costs, including travel expenses, incurred by Offerors for preparation and submission of proposal, including any requests for additional information, interviews or negotiations, or any work performed prior to written authorization from FHI 360 to proceed.
