INVITATION FOR EXPRESSION OF INTEREST FOR ARCHITECTURAL, INFRASTRUCTURAL, AND BUILDING DESIGN SUPPORT SERVICES, LAND AND HYDROGRAPHIC SURVEY SUPPORT SERVICES, AND GEOTECHNICAL INVESTIGATION SERVICES.

1.0 INTRODUCTION
NLNG is a leading energy company committed to driving innovation and meeting the evolving energy needs of the future through its world-class production Plant on Bonny Island, Rivers State, Nigeria. The Plant comprises six (6) natural gas liquefaction trains with a combined annual capacity of twenty-two (22) million tons of Liquefied Natural Gas (LNG) and five (5) million tons of Natural Gas Liquids (NGL). Operations at the Plant are sustained by a dedicated team of operators, technical specialists and service providers who ensure reliable and continuous production. These core activities are complemented by a range of supporting functions across NLNG’s operational locations, all working together to maintain optimal performance and efficiency.

NLNG hereby invites interested and reputable companies with proven expertise in architectural, infrastructure, building engineering design, land and hydrographic Survey, and geotechnical investigation, especially within brownfield oil and gas environments to submit an Expression of Interest (EOI) for pre-qualification.

Companies deemed to have met the pre-qualification criteria will be shortlisted and subsequently invited to participate in the tender process for the execution of the services.

2.0 SCOPE OF WORK
PACKAGE A: ARCHITECTURAL, INFRASTRUCTURAL AND BUILDING DESIGN SUPPORT SERVICES.

Architectural Services
a) Development and review of architectural designs for new projects and refurbishments.
b) Preparation of drawings, specifications, and construction documentation.
c) Coordinate with structural, mechanical, electrical, and plumbing (MEP) engineering teams for integrated architectural solutions.
d) Support in ensuring compliance with local regulations and design standards.

Infrastructural Services
a) Assessment, planning, and design of infrastructure components such as roads, drainage, and utilities.
b) Conduct feasibility studies and site assessments to evaluate environmental, geotechnical, and regulatory conditions relevant to infrastructural development.
c) Support in the integration of infrastructure solutions with architectural and building systems to enhance project efficiency and sustainability.
d) Technical advisory services to address infrastructure challenges during project execution.

Building Service Support
a) Develop detailed building engineering designs, drawings, and specifications for all building facilities.
b) Engineering design and consultancy for Interior facilities, mechanical, electrical, and plumbing (MEP) systems.
c) Assistance in ensuring energy efficiency, safety, and functionality of building services.
d) Develop datacentric engineering design embracing Building Information Modelling (BIM) for Infrastructure and building facilities
e) Inspection and evaluation of existing building systems to recommend improvements or upgrades.

PACKAGE B: LAND AND HYDROGRAPHIC SURVEY SUPPORT SERVICES

Land Survey Services
a) Planning and specification of land survey requirements in line with project design needs.
b) Validation of topographic survey data.
c) Processing, interpretation, and analysis of land survey data to support engineering design.
d) Development of survey drawings, maps, and profiles for design purposes.
e) Generation of longitudinal profiles, and cross-sections for pipelines, roads, and utilities.
f) Identification of site constraints and physical features impacting design.
g) Preparation of survey reports and documentation to support design.

Hydrographic Survey Services
a) Planning and specification of hydrographic survey requirements in line with project design needs.
b) Validation of bathymetric survey data.
c) Processing, interpretation, and analysis of hydrographic data for engineering applications.
d) Development of charts, seabed profiles, and cross-sections for marine and coastal design.
e) Identification of underwater features, obstructions, and constraints affecting design.
f) Support for design of marine infrastructure such as jetties, dredging works, and shoreline protection.
g) Preparation of hydrographic survey reports and supporting documentation.

PACKAGE C: GEOTECHNICAL INVESTIGATION SERVICES
a) Planning and specification of geotechnical investigation scope in line with project design requirements.
b) Supervision, coordination, and validation of field investigation and laboratory testing activities.
c) Interpretation and analysis of subsurface data to develop geotechnical models and ground profiles.
d) Assessment of soil and rock parameters for engineering design purposes.
e) Development of design recommendations for foundations, pavements, earthworks, and marine structures.
f) Evaluation of bearing capacity, settlement, slope stability, and ground improvement requirements.
g) Identification of geotechnical risks and provision of mitigation measures for design and construction
h) Preparation of geotechnical reports and design basis documentation to support engineering decisions.

Note:
The three (3) service packages under this Expression of Interest shall be treated as separate packages. Interested companies shall apply separately and ONLY for the package(s) for which they possess the requisite relevant experience, technical capability and competence. Each application shall clearly identify the specific package being applied for and demonstrate compliance with the requirements applicable to that package.

3.0 MANDATORY REQUIREMENTS
Only companies considered to have met NLNG’s pre-qualification requirements will receive further communication from the Company, including invitations to tender for the architectural, infrastructural and building design support services. Interested companies are required to submit a comprehensive response to this Expression on Interest (EOI) including the specified information and supporting documents for evaluation. Failure to provide any of the listed requirements may result in disqualification from the process.

a. Certificate of Incorporation.
b. Certified True Copy of Form CAC 7 (Particulars of Directors) and/or the most recent complete Status Report issued by the CAC (or its equivalent).
c. Certified True Copy of Form CAC 2 (statement of Share Capital and Return on Allotment of Shares) and/or the most recent complete Status Report issued by the CAC (or its equivalent). Please note that where a shareholder is a corporate entity, submission of the entity’s most recent status report disclosing the full ownership structure up to and including the ultimate beneficial owner(s) is mandatory.
d. Copy of Memorandum and Articles of Association
e. Tax Clearance Certificate for previous three (3) years (2022, 2023, 2024).
f. Three (3) years financial accounts audited by a licensed accountancy firm which shall be a member of a recognised institute of accountancy. The most recent audited financial statements must have a financial year-end date not more than eighteen (18) months prior to the date of submission of the Expression of Interest (EOI).
g. Current/valid Midstream and Downstream Oil and Gas Industry Service Permit (MDOGISP) issued by Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) for Consultancy Services (Major Category).
h. Health Safety & Environment (HSE) Policy Statement and/or Management System.
i. Quality Assurance/Quality Control (QA/QC) Policy Statement and/or Management System.
j. A letter of reference/support from a bank or reputable financial institution.
k. A detailed record of relevant experience over the last five (5) years demonstrating capability to deliver the required services. This should be supported with verifiable evidence such as contracts, award letters, purchase orders and work completion certificates. Submissions must clearly indicate the client’s name and contact details, project location, and the value or volume of services executed.
l. Company Profile, organisation, size, and structure, including any parent, technical partnership, alliance, or joint venture of companies to whom they belong, together with:
i. CV of management team
ii. CV of key technical personnel within the organisation available for the work.
m. Evidence and documentation supporting compliance with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 [See Nigerian Content Compliance section below].

4.0 NIGERIAN CONTENT REQUIREMENTS
Companies responding to this advertisement are required to submit the following in compliance with the NOGICD Act 2010.

a. Documentation to demonstrate that the entity is a Nigerian-registered company. Submission of certified true copies of CAC Forms 2A & 7A (or its equivalent/replacement) including company Memorandum and Articles of Association. All companies shall be Nigerian Indigenous Service Companies having 51% and above Nigerian equity in the shareholding and ownership structure.
b. Evidence of registration on the Nigerian Content Development Monitoring Board (NCDMB) NOGIC Joint Qualification System (JQS).
c. The processes and procedures that explain the methodology of how it intends to comply with the requirements of the NOGICD Act 2010 (Nigerian Content Plan) and how to achieve the set target(s) in the schedule of the NOGICD Act 2010 and any guidelines and targets set by the Board.
d. Details of the company’s corporate organization, overall Human Resources structure (management, supervisors, senior & junior skilled officers, etc.), identifying positions manned/occupied by Nigerian nationals with evidence of type of employment in-country and identifying the positions manned/occupied by other nationals.
e. Proposed organogram for this work scope populated with nationality, qualifications of personnel and years of experience of personnel on the job (attach CV of key finance, operational and technical personnel) including a succession plan in this work scope.
f. A detailed description of the location of facilities and infrastructure (assets, equipment, technical office, and administrative space, storage, etc.) in Nigeria to support this contract, evidence that 50% of all equipment deployed to work by multinational and international companies are owned by the local subsidiaries.
g. Demonstrate willingness to carry out Human Capital Development (HCD) in compliance with the Human Capacity Development 2020 guidelines of NCDMB.
h. Evidence of Community Content Plan and any partnerships with companies owned by and operating within our Host Communities
i. All bidders shall provide a valid and relevant category 1, 2, 3, 4, or 5 Nigerian Content Equipment Certificate (NCEC) for Consultancy Services (CS) and Construction and Moveable Equipment (EC) to support this contract.
