Through a hybrid format combining high-level dialogue and an interactive exhibition, the event will communicate both measurable results and practical program models from across CRS’s portfolio in Nigeria.
    • The event is intended to bring together government representatives, donors, private sector actors, peer organizations, media, and other strategic stakeholders to deepen understanding of CRS Nigeria’s work and its relevance to national priorities. By combining strategic messaging, programming evidence, and stakeholder engagement, the showcase will strengthen CRS Nigeria’s external visibility and reinforce its position as a credible partner for delivering sustainable, systems-level impact.

    Summary of Assignment

    • The event planner is to coordinate and oversee the execution of the event, ensuring all the necessary arrangements for the event are catered for as listed in the specific deliverables.

    Deliverables

    1. BACKGROUND
    Further to the Tender Advertisement published on May 8, 2026, and the subsequent extension issued on May 22, 2026, the Federal Republic of Nigeria (FGN) has received Five Hundred Million United States Dollars (US$500 million) financing from the World Bank under the Distribution Sector Recovery Program (DISREP), through which the Bureau of Public Enterprises (BPE) will on-lend part of the proceeds to the Distribution Companies (DisCos) as a Shareholder loan to finance certain components of their Performance Improvement Plans (PIPs) prepared by the DisCos and approved by the Nigerian Electricity Regulatory Commission (NERC).

    The financing will support contracts for:
    a) Rehabilitation of Medium and Low Voltage Distribution Lines;
    b) Rehabilitation and Expansion of Available Transformer Capacity; and
    c) Implementation of a Management Information System (MIS).

    Accordingly, BEDC Electricity Plc, a licensed Electricity Distribution Company regulated by the Nigerian Electricity Regulatory Commission (NERC), invites qualified and reputable contractors to submit bids for eligible procurements under the DISREP PforR intervention.

    2. SCOPE OF WORK
    Lot 3: (i) Realignment of 33KV Feeders at Benin Transmission Station; and (ii) Rehabilitation of 23km Country Home 11KV Feeder.

    Lot 5: (i) Construction of Proposed 2.3km Irhirhi 11KV Feeder to Relieve Aruogba 11KV Feeder Ex Country Home ISS and Ogba 11KV Feeder Ex Iyekogba ISS; (ii) Construction of 4No Relief DSS to Relieve Critically Overloaded DSS and Standardization of Existing DSS on Country Home 11KV Feeder; and (iii) Construction of 3No Relief DSS to Relieve Critically Overloaded DSS and Standardization of Existing DSS on Andrew Wilson 11KV Feeder.

    3. ELIGIBILITY AND QUALIFICATION REQUIREMENTS
    Interested firms must demonstrate capacity and experience by submitting the following:
    1. Certificate of Incorporation with the Corporate Affairs Commission (CAC) (Forms CAC 1.1 or CAC 2 & 7).
    2. Valid Income Tax Clearance Certificate for the last three (3) years, ending 31 December 2025.
    3. Audited financial statements for the last three (3) years (2023, 2024, 2025).
    4. Reference letter from a reputable commercial bank in Nigeria.
    5. Company profile with details of key personnel and equipment
    6. Verifiable evidence of at least three (3) similar contracts executed in the past five (5) years, with supporting documents (Letters of Award, Valuation Certificates, Completion Certificates, etc.) and the bidder’s annual turnover is a minimum of N250m.
    7. Statement of eligibility confirming no conflict of interest and compliance with Extant Regulations.

    a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1, or CAC2 and CAC7;
    b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2023, 2024 & 2025) valid till 31st December, 2026 (with an annual average turnover of N950M for Lot HB1 and N300M for Lot EW2 respectively).
    c. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to Bidders whose number of staff is 15 and above);
    d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to Bidders whose number of staff is 5 and above or the Bidder’s annual turnover is N50m and above);
    e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
    f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 30/06/2026 or valid Certificate issued by BPP;
    g. Sworn Affidavit:
    – disclosing whether or not any Officer of the relevant committees of the Federal University of Agriculture, Bassambiri, Bayelsa State or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the Bidder and to confirm that all information presented in its bid are true and correct in all particulars;
    – that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
    – that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
    h. Company’s Audited Accounts for the last three (3) years – 2023, 2024 and 2025 duly stamped by the Nigeria Revenue Services (NRS);
    i. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
    j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (e.g. SURCON, COREN, QSRBN, ARCON, CORBON, ICAN, ANAN etc);
    k. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
    l. List of Plants/Equipment with proof of Ownership/ Valid Lease Agreement;
    m. For Supply of Equipment, Evidence of Letter of Authorization form the Original Equipment Manufacturer;
    n. Attach an undertaken on the Company’s Letter Headed Paper indicating willingness to work in areas with security challenges;

    Note: All documents for submission (Technical and Financial) must be in hard and soft copies PDF Format (Scanned in a Flash) and transmitted with a Covering/ Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letter Headed Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the Firm.

    Failure to meet any of the requirements listed above will result in disqualification of the Bidder.

    4. COLLECTION OF TENDER DOCUMENTS
    Interested companies are required to obtain the Standard Bidding Document (SBD) from the Procurement Unit of Federal University of Agriculture, Bassambiri, Bayelsa State, upon presentation of evidence of payment of a non-refundable tender fee of N10,000.00 (Ten Thousand Naira) only per Lot. Payment should be made into the Federal University of Agriculture, Bassambiri, Bayelsa State account via Remita at any reputable commercial bank in Nigeria.

    5. SUBMISSION OF BIDS
    Prospective Bidders are to submit bid for each of the lot desired (soft and hard copy). The hard copy should be submitted in two (2) bound copies (one original and one photocopy) each packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together with their Flash Drive (containing the soft copies) in a bigger sealed envelope addressed to: The Vice Chancellor, Federal University of Agriculture, Bassambiri, P.M.B. 180, Yenagoa, Bayelsa State and clearly marked with the name of the project and the Lot Number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box at the Office of the Director Procurement not later than 12:00 Noon on Monday 20th July 2026. Please, ensure that you sign the Bid Submission Register in the presence of the Head of Procurement and collect your bid submission receipt, as the University will not be held liable for misplaced or wrongly submitted bids.     6. OPENING
    Technical bids will be opened immediately after the deadline for submission by 12:00 Noon on Monday 20th July 2026 respectively, at the Vice Chancellor’s Conference Room, Federal University of Agriculture, Bassambiri, Bayelsa State (Campus 1) in the presence of Bidders or their representatives.

    7. GENERAL INFORMATION
    a. Tender documents must be in English Language and signed by an official authorised by the Bidder;
    b. Tender documents submitted after the deadline for submission would be returned un-opened;
    c. All cost will be borne by the Bidder;
    d. Arrangement of Technical Documents in both hard and soft copies should follow strictly the order in the list above and appropriately paged. The Technical documents should have a table of content indicating the pages, where documents can be found. The use and numbering of dividers is not an enough Paging as required. Failure to comply with this directive will result in disqualification of the Bidder;
    e. Technical bids documents will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies; and will be covered live by video recording; invitation link will be sent to Bidder who chooses to join the bid opening online;
    f. Original of all the above-listed eligibility documents may be requested for sighting as at when needed;
    g. The Bureau of Public Procurement can also join live to observe and monitor the bid opening ceremony.
    h. Only successful Bidders at Technical Evaluation will be invited at a later date for financial bid opening, while the financial bids of un-successful Bidders will be returned un-opened (on request).
    i. The Federal University of Agriculture, Bassambiri, Bayelsa State is not bound to shortlist any Applicant and reserves the right to annul the procurement process at any time/stage without incurring any liability in accordance with Section 28 of the Public Procurement Act, 2007.
