    Terms of Reference

    • Specifically, the consultancy will deliver practical, evidence-based recommendations to:
    • Identify priority sectors and livelihood pathways that are accessible, safe, and socially acceptable for adolescent girls
    • Align Skills4Girls training interventions with local labour market demand
    • Address structural and gender-based barriers to girls’ participation in education, training, and employment
    • Inform the design of context-sensitive and scalable interventions that strengthen employability, entrepreneurship, and financial inclusion.

    Minimum Requirements
    Education:  

    • Master`s Degree in one of the following fields: An Advanced University Degree in Economics, Statistics, Education, Gender and Development, or other fields.

    Work Experience:

    • Minimum eight years of experience in economics, labour market research, skills development, or girls’ and women’s economic empowerment programming
    • Demonstrated experience conducting qualitative and quantitative research
    • Experience working on adolescent and youth-related programming

    Skills: 

    • Strong expertise in gender and social inclusion analysis
    • Knowledge of Nigeria’s labour market, education and skills development systems, and policy environment
    • Strong analytical and report-writing skills
    • Experience working with UN agencies or development partners
    • Ability to engage with government stakeholders.

    Language Requirements:

    • Fluent in English
    • Knowledge of Hausa
    • Desirables:
    • Experience working in northern Nigeria
    • Familiarity with UNICEF programmes and systems.

    The WORLD FOOD PROGRAMME (WFP) has engaged the service of KAMYUS CONSULT LIMITED to conduct a PUBLIC AUCTION OF AIR CONDITIONERS, PRINTERS, TV’S, COMPUTERS, SOLAR PANELS, INVERTERS, DIESEL GENERATOR SETS, AMONGST OTHERS IN MAIDUGURI AND DAMATURU.

    AUCTION PROCESS:
    The items are to be sold “as is” and “where is” with no warranty expressed or implied to the highest Bidders.

    NOTE: To participate in the exercise, interested Bidders must pay a refundable DEPOSIT/REGISTRATION FEE of One Million Naira Only (₦1,000,000.00) to bid the GENERATOR SETS and Two Hundred and Fifty Thousand Naira Only (₦250,000.00) to bid other items, registration starts from Wednesday 17th June, 2026 to Friday 19th June, 2026.

    Association for Reproductive and Family Health (ARFH) is a leading Non-Governmental and Not-for-Profit Organization established in 1989 by two eminent and reputable Nigerians who are the most prominent advocates of Sexual Reproductive Health (SRH) and Family Planning (FP) programming in Nigeria. ARFH, a Nigerian fully indigenous, Non- Governmental, and Not-for-Profit organization had implemented projects across the 36+1 states of Nigeria on cross cutting programs including Reproductive, Maternal, Newborn, Child and Adolescent Health plus Nutrition Investment Case (RMNCAH+N), Family Planning (FP), Global fund grants on HIV, TB and Malaria as Prime & Sub recipient, USAID grants on Orphans and Vulnerable Children (OVC) among others.

    We are recruiting to fill the position below:

    Job Title: Consultant (Program Sustainability Assessment, JSR Framework Update, and Self-Reliance Roadmap for CODSAiN)

    Location: Abuja (FCT)

    Scope of Work
    The consultant/team will undertake the following activities:
    Analysis of CODSAiN System Performance and Transition Readiness:

    • Analyse findings from state-level maturity scorecard assessments to identify patterns in system functionality, strengths and gaps.
    • Assess readiness for transition across key domains (governance, service delivery, supply chain, data, and financing)
    • Identify systemic drivers and bottlenecks affecting sustainability across states.

    Comparative Learning from RASUDiN Transitioned States:

    • Conduct a comparative review of selected RASUDIN states that have transitioned from donor support
    • Examine the sustainability of key program components, including
      • COPR engagement and retention
      • Service engagement continuity
      • Data system integration
      • Financing and government ownership
    • Assess how transition pathways differ across states, including those that were absorbed into DISC versus standalone transitions (e.g. Anambra).

    Cross-Programme Learning and Integration (DISC):

    • Engage the DISC programme to identify relevant tools, best practices and transition models applied post RASUDIN
    • Assess how the DISC project leveraged prior investments to sustain and scale programme outcomes
    • Identify scalable practices and programme opportunities that are relevant to CODSAiN.

    Review and Strengthen the JSR Framework and Scorecard:

    • Review the current JSR framework and maturity scorecard indicators
    • Refine framework pillars and indicators to reflect transition realities and system functionality
    • Align the updated framework with the Market Development Framework and sustainability benchmarks
    • Strengthen measurability and usability for tracking state progress along the self-reliance pathway.

    Sustainability Strategy and Transition Roadmap Development:

    • Develop a comprehensive evidence-based sustainability strategy for CODSAiN
    • Define a differentiated transition pathway based on state maturity levels.
    • Provide a phased roadmap outlining:
      • Key transition milestones
      • Roles and responsibilities
      • Priority investments and sequencing
    • Identify actionable recommendations to strengthen system reliability and reduce dependency on external support.

    Eligibility and Qualifications:

    About DRC

    The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organisation founded in 1956 that works in more than 30 countries throughout the world. DRC is a rights-based organization and consistently works with beneficiaries as holders of rights to decide and influence decisions that affect their lives and enhance their ability to enjoy their human rights. The programming ‘lenses’ used in determining the DRC interventions are need-based and rights-based approaches. DRC is committed to international laws, principles, and standards (which constitute the cornerstone of its accountability framework).

    DRC has operated in Nigeria since 2015, with the mission to respond to humanitarian emergencies, support solutions to displacement, and address the root causes of displacement through the provision of humanitarian assistance. DRC is registered with the Nigerian Corporate Affairs Commission (CAC) with the registration number: 1965033. DRC provides life-saving services and protection to vulnerable, conflict-affected populations, including internally displaced people (IDPs), returnees, and host communities in the sectors Protection, Food Security/ Economic Recovery, WASH, shelters and infrastructure, and Humanitarian Disarmament and Peacebuilding (HDP). DRC operates across several Local Government Areas (LGAs) in Borno, Adamawa (Northeast), Sokoto, and Zamfara (Northwest).

Working with local actors is central to our ambition to support effective, locally anchored humanitarian responses and to promote durable solutions for populations affected by displacement. The partnership will also be grounded in DRC’s values, objectives, and programme strategies, which govern DRC’s selection and approach to implementing partners.

    Objective of this Call

    In line with DRC’s global strategic priority of expanding equitable partnerships with local Non-Governmental Organizations (LNGOs), DRC seeks to identify Nigerian NGOs with an interest in future partnerships with DRC.

    DRC is seeking to identify and pre-qualify legally registered humanitarian NGOs operating in Nigeria, particularly in the Northeast and Northwest regions, for potential future partnerships. This call aims to establish a pool of vetted partners for future funding opportunities and joint programming initiatives.

    If selected, the partner may benefit from one or more of the following commitments from DRC:

    • Capacity sharing: Access to an organizational assessment to support technical, organizational, and institutional development through training and assistance in developing internal policies.
    • Facilitated access to funding: Active sharing of funding opportunities and support to resource mobilization efforts.
    • Sustainability Support: Accompaniment of the partner towards increased autonomy, structuring, and long-term institutional visibility.
    • Equitable and strategic partnership: Establishment of a joint governance model promoting transparency, shared responsibility, and joint decision-making.

    If selected, partners commit in particular to:

    • Actively participating in co-design of projects when funding opportunities arise: Contribute proactively to needs identification, activity design, and definition of implementation approaches in case of joint submissions.
    • Engaging in a mutual capacity strengthening process: Be proactive in communicating capacity strengthening needs or proposing knowledge-sharing opportunities, actively participate in trainings and support provided by DRC when relevant, and facilitate knowledge transfer to DRC.
    • Ensuring transparent and constructive collaboration: Maintain regular, open, and two-way communication with DRC teams, particularly regarding challenges, required adaptations, and shared achievements.
    • Contributing to joint monitoring and learning: Participate in joint monitoring, needs assessments and/or activity evaluations, and openly share feedback to support continuous improvement.
    • Complying with the rule of law and applicable legal frameworks: Ensure organizational compliance with laws and regulations in force in Nigeria, particularly regarding labor law, organizational governance, data protection, and human resources management.
    • Placing communities at the center of interventions: Ensure active participation of affected populations, promote accountability, and integrate community accountability mechanisms into projects.

    Eligibility Criteria

    To be considered eligible, applicants shall be able to demonstrate the following criteria:

    1. Local or National Non-Governmental Organisations (NGO) with Legal registration and permission to work in the States/LGAs specified in the call for application.
    2. Be formally registered to work in Nigeria, specifically in the North-East and North-West.
    3. Have a legal, active presence and proven capacity (evidence of previous/current activities) to access one or more of the following areas: Borno, Adamawa, Yobe, Sokoto, and Zamfara states.
    4. Have a sufficiently consolidated management to independently manage human resources, financial management, programming, and logistical processes.
    5. Have salaried staff with clear job descriptions and duty segregation in key positions.
    6. Have well-developed Standard Operating Procedures (SOPs) to guide implementation of activities in place or be willing to develop some.
    7. Have their own Code of Conduct, PSEA policy, and Child Protection Policy that all staff members and volunteers sign, or be willing to strengthen or develop their policies and practices in accordance with DRC standards.
    8. Demonstrate ability and experience in providing emergency and post-emergency assistance in at least one of DRC’s key sectors:
      1. Protection
      1. Food Security & Economic Recovery
      1. Shelter, Water, Sanitation, and Hygiene (WASH), and Infrastructure
      1. Humanitarian Disarmament and Peacebuilding

    WATERAID NIGERIA invites expressions of interest from qualified communications and media service providers for the production of a Pre-Intervention Case Study for the Ojokoro Waterworks, as part of the Team Water Project.

    The Team Water Project is a WaterAid-led initiative aimed at improving access to sustainable, clean water services for vulnerable populations across Lagos State. A central component of this work is the rehabilitation of the Ojokoro Waterworks. A facility that has experienced significant deterioration and whose recovery will directly impact the communities it serves. The Ojokoro Waterworks was funded through a public fundraising campaign, and this case study forms a critical part of our accountability and communications commitment to donors and supporters.

    The objective of this assignment is to document the pre-intervention state of the facility and surrounding community through field research, photography, video production, and written documentation, establishing a narrative and visual baseline against which the outcomes of rehabilitation will be measured.

    • Duration: May 2026 (four working days)
    • Deliverables: Minimum 60 edited photographs, one short documentary film, up to seven social media video assets, a written pre-intervention case study report, and completed consent documentation
