1. The Lake Chad Basin Commission (LCBC) received funding from the African Development Bank Group to cover the cost of the Technical Support Project for the Restoration of the Ecological and Economic Functions of the Lake Chad Basin. The Lake Chad Basin Commission (LCBC) intends to use part of the funds provided under this grant to finance a technical assistance contract for the establishment of an early warning system in the Lake Chad Basin.

2. The services under this contract will include assessing the hydrometeorological station network in the sub-basins; developing flood and drought early warning models; updating the Water Resources Planning and Allocation model; and creating an interactive geospatial tool for monitoring projects and programmes across the basin area.

3. The duration of the assignment is eighteen (18) months from the date of notification of commencement of services issued by the Project Coordinator.

4. The Lake Chad Basin Commission (LCBC) invites specialised firms and agencies to express their interest in providing the services described above. Interested firms and agencies must submit information demonstrating their capacity and experience to deliver the services, including documentation, references of similar assignments, experience in comparable missions, and availability of qualified personnel.

5. The eligibility criteria, shortlist, and selection procedure will be in line with the Procurement Framework for Bank Group-Financed Operations, October 2015 edition, available on the Bank’s website at http://www.afdb.org.

6.
