    2. TENDER REQUIREMENTS
    Prospective Bidders are required to submit the following document along with the completed Tenders document (s)
    a) Evidence of Registration with CAC, Including Forms CA 2, 7 and Current Company Status Report;
    b) Evidence of Tax Clearance Certificate For the Past 3 Years (2023, 2024, 2025);
    c) Evidence of Audited Account for the Past 3 Years (2023, 2024, 2025); Signed & Stamped by a Registered Auditor;
    d) Evidence of Financial Capacity to Execute the Contract by Submission of Reference Letter from a reputable Financial Institutions in Nigeria, indicating Willingness to Provide Credit Facility for the Execution of the Contract needed (Original Copy);
    e) Evidence of PENCOM Registration & Remittance;
    f) Evidence of Registration with Financial Reporting Council;
    g) Evidence of Registration with NSITF;
    h) Evidence of Registration with ITF;
    i) Copies of VAT & Evidence of Post Remittance;
    j) Evidence of Execution of at least 3 recent similar Projects within the Last 3 years; and
    k) Sworn Affidavit in line with the Provision of Part IV, Section 16 Subsection 6 (E-F) of the Public Procurement Act 2007 and also to confirm authenticity of Documents Submitted and listed above (Original Copy).

    3. TENDER INSTRUCTIONS
    a) Bid Security of 2% of the Bid Sum (for Bids in excess of N50,000,000.00); and.
    b) Interested Companies are to collect Bid Documents (Including detailed information) from the National Assembly Tenders Board Secretariat (Room 1.279, Annex 1, NASS Complex) upon evidence of Payment of non-refundable Bid Document Fee of N50,000.00 (in Bank in Favour of National Assembly).

    4. SUBMISSION OF BIDS
    a) The documents must be paginated and marked appropriately at the left-hand corner “Tender” and LOT number (properly sealed) and addressed to the Director Tenders Board Secretariat, National Assembly, Three Arms Zone, Abuja, Accompany with a soft copy of all documents submitted on a USB Flash Disk.

    3.0 ELIGIBILITY REQUIREMENTS
    3.1 Prospective Bidders are to provide the photostat copies of the following documents for scrutiny and proper documentations;

    ii. Cover letter duly signed by the Company’s authorized signatory indicating the company’s area (s) of specialization under works.

    4.0 NOTES
    4.1 RFQ/ Re qualification submission should be very clear about the area (s) of specialization competing and interested.
    4.2 The submitted bids are to be written in English Language with no ambiguity in four (4) copies, one original and Three (3) copies sealed in an envelope clearly marked submission of bids for Works/Supplies.
    4.3 Prospective bidders should note that Lekki LCDA reserved the right to verify claims made in the submission and ensure the correctness with the Council requirements.
    4.4 Lekki LCDA is not liable for any exposes arising therefrom by the prospective bidders in the course of the exercise.
    4.5 A non-verifiable Tender fee of ₦50,000 payable to the Local Government for bidding documents.

  • REQUEST FOR PROPOSAL(RFP) TOURISM DEVELOPMENT & MANAGEMENT ANALYSIS FOR YANKARI GAME RESERVE, NIGERIA AT WILDLIFE CONSERVATION SOCIETY

    Terms of Reference

    Background

    Yankari Game Reserve in Bauchi State is the richest wildlife site in Nigeria and a popular ecotourism destination, primarily for national tourists. Although there are periodic security challenges in the region, it remains a popular tourist attraction during holiday periods. Despite this, the tourism potential of Yankari Game Reserve is relatively untapped, with significant historical and cultural elements underdeveloped. Most visitors are day trippers to utilize the conference facilities or for a short savanna wildlife experience. Yet the game reserve has made significant investments in infrastructure and can accommodate >100 people, if maintenance and management were strengthened.

    WCS has been providing technical and financial support to the management of Yankari Game Reserve since 2014. Strengthening the existing tourism operations could generate sustainable revenue that could support the financing of Yankari Game Reserve and provide both economic benefits to local communities and Bauchi State Government.

    WCS therefore seeks to commission a Tourism Development & Management Analysis to assess the tourism development potential of YGR, evaluate alternative tourism management approaches, and identify realistic opportunities to strengthen tourism performance, financial sustainability and long-term revenue generation. This should include consideration of potential private sector participation in tourism operations through concessionaire or similar partnership models.

    Objective

    The objective of the consultancy is to evaluate whether strengthened tourism investment and alternative tourism management approaches at Yankari Game Reserve could significantly improve tourism performance, financial sustainability and long-term revenue generation relative to the current situation.

    The consultancy should provide a realistic and evidence-based assessment of:

    • the tourism market potential of YGR;
    • the level and type of investment likely required;
    • the operational feasibility of alternative tourism management approaches;
    • the potential for tourism revenues to contribute more substantially to reserve management and local economic benefits.

    Scope of Work

    The consultancy should include the following components:

    1. Market Analysis and Tourism Potential

    The consultant should assess:

    • current tourism visitation patterns and trends;
    • key visitor demographics and origin markets;
    • current visitor motivations and tourism products;
    • opportunities for growth in domestic and regional tourism markets;
    • realistic market positioning for YGR within Nigeria and the wider region;
    • constraints affecting tourism growth, including accessibility, security perceptions, infrastructure and competition.

    The analysis should provide a realistic assessment of the scale and type of tourism growth that may reasonably be achievable under improved tourism management and investment scenarios.

    1. Operational and Management Analysis

    The consultant should assess:

    • Analysis of potential private sector partners operating in the tourism space in Nigeria and Bauchi State
    • Local capacity and resource availability
    • the current tourism infrastructure and operational model at YGR;
    • key operational constraints affecting tourism performance;
    • priority infrastructure, maintenance and service improvements required;
    • potential tourism management approaches, including:
      • continuation of the current model;
      • enhanced public-sector-led management;
      • engagement of private tourism operators or concessionaires;
      • hybrid or partnership approaches.

    The analysis should include high-level consideration of the potential role of private sector partners, relevant examples from comparable protected areas in Africa, relevant regulatory and investment considerations in Nigeria.

    1. Financial and Investment Analysis

    The consultant should prepare indicative financial projections and investment analysis for selected tourism development scenarios, including:

    • Indicative capital expenditure requirements;
    • major operating costs;
    • realistic revenue projections based on visitor and occupancy assumptions;
    • potential income streams, including accommodation, entrance fees, conferencing and ancillary tourism activities;
    • indicative profitability and sustainability considerations;
    • high-level assessment of the potential contribution of tourism revenues to reserve management financing and local communities.
    1. Risk Assessment

    The consultant should assess key risks and constraints that may affect tourism development at YGR, including:

    • security-related risks;
    • political and economic instability;
    • tourism demand fluctuations;
    • infrastructure and accessibility limitations;
    • operational and investment risks.

    Deliverables

    The consultant will be expected to deliver:

    • an inception report outlining methodology and workplan;
    • a draft Tourism Development & Management Analysis report;
    • a final report incorporating comments from WCS and stakeholders;
    • a presentation of key findings and recommendations.

    The final report should include:

    • practical recommendations regarding tourism development priorities;
    • comparative assessment of tourism management options;
    • indicative investment requirements and financial projections;
    • recommendations regarding the potential role of private sector participation in tourism operations.

    Intended Use of the Consultancy

    The results of the consultancy will be used to support strategic discussions regarding the future development, financing, and management of tourism operations at Yankari Game Reserve.

    • A technical proposal: should include a brief profile of the consultant, response to the items 1-4 on the scope of work

    Objective

    Girl Effect Nigeria seeks to engage a qualified and experienced Design & Build Contractor to undertake the assessment, design, renovation, refurbishment, furnishing, commissioning, and handover of the Agency for Mass Education Facility in Rimin Gado, Kano State.

    The objective is to transform the facility into a safe, functional, accessible, and modern Economic Empowerment Hub that supports vocational training, entrepreneurship development, innovation, and community engagement activities for girls and young women.

    Mandatory Site Visit

    A mandatory site visit shall be conducted before proposal submission. Attendance is compulsory for all prospective bidders. Only bidders who attend the site visit and sign the attendance register shall be eligible for evaluation.

    The purpose of the visit is to:

    • Assess existing building conditions.
    • Verify dimensions and quantities.
    • Review structural, electrical, plumbing, and finishing requirements.

    • Availability of qualified personnel on the ground.
    • Strong health and safety systems.
    • Capacity to mobilise and deliver within the required timeframe.

    Mandatory Documentation

    Bidders shall submit:

    Only bidders achieving a minimum technical score of 70% shall proceed to financial evaluation.

    Defects Liability Period

    The contractor shall provide a six (6) month defects liability period following practical completion during which all defects attributable to workmanship, materials or installation shall be rectified at no cost to Girl Effect.

    Performance Security

    The successful bidder shall provide a performance guarantee equivalent to 10% of the contract value within fourteen (14) days of contract award.

    Project Duration

    The expected contract duration is six to eight weeks from contract signature, including assessment, design development, construction, furnishing, commissioning, and handover.

    The Niger Basin Authority (NBA), established in 1980, succeeded the Niger River Commission of November 1964. Its Mission is to promote cooperation among member countries and ensure the integrated development of the Niger Basin in all fields of Energy, Hydraulics, Agriculture, Livestock, Fisheries, Forestry and Forest Exploitation, Transportation including Navigation, and Communication and Industry. NBA comprises nine (9) member countries sharing the Niger River Basin: Benin, Burkina Faso, Cameroon, Côte d’Ivoire, Guinea, Mali, Niger, Nigeria, and Chad.
    Within the framework of the implementation of Resolution No. 2, on the current status and prospects of the NBA Headquarters’ Construction Project, adopted by the Council of Ministers at its Extraordinary Session held by videoconference on 7th November, 2025, the NBA Executive Secretariat is issuing this Notice of Prequalification to Contractors for the conduct of the works of the Transboundary Basin Organization (TBO) Headquarters’ Construction Project in a single contract.

    To this end, the NBA Executive Secretariat intends to pre-qualify contractors and/or companies for executing the works of the Construction Project of its Headquarters in Niamey.

    The project involves the construction of an integrated and cohesive complex comprising: (i) a building (ground floor + 4 storeys) for the main building; (ii) a conference hall; (iii) a cafeteria; (iv) a secured checkpoint at the main gate; (v) ancillary technical rooms; (vi) a guardhouse block + outdoor restrooms; and (vii) the complete renovation of the fence on non-adjacent sides.

    The various levels are organized according to the technical documents (See floor plans for the various levels).
    On the 4th floor terrace, there will be a staircase exit and a technical room for the installation of a mini solar energy plant powered by photovoltaic panels.

    The total gross floor area is 5,450 m².

    2.0 SCOPE OF WORK

    3. ELIGIBILITY REQUIREMENTS
    Interested firms should submit the following documents:
    a) Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including forms CAC 2 and CAC 7. Business Name with Form BN 1 is also acceptable for Consultancy Services;
    b) Evidence of Firm’s Tax Clearance Certificate (or Personal Income Tax Clearance for all Partners in case of Business Name) for the last three (3) years (2023, 2024 & 2025) valid till 31st December, 2026;
    c) Evidence of current Pension Compliance Certificate valid till 31st December, 2026 (This requirement is only applicable to bidders whose number of staff is 15 and above);
    d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2026 (This requirement is only applicable to bidders whose number of staff is 15 and above or the bidder’s annual turnover is N50m and above);
    e) Evidence of current National Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2026;
    f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on the 31st of December 2026 or valid Certificate issued by BPP;
    g) A sworn affidavit;
    i. Disclosing whether or not any officer of the relevant committees of the National Productivity Centre or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidding and to confirm that all information presented in its bid are true and correct in all particulars.
    ii. Declaring that the company is not in receivership and/or the subject of any receivership or the subject of any form of winding up proceedings;
    iii. Declaration that none of the company’s Directors has been convicted in any country for any criminal offences relating to fraud;
    h) Company’s Audited Account for the last three (3) years (2023, 2024 & 2025);
    i) Evidence of letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
    j) Company’s Profile with the Curriculum Vitae of Key staff to be deployed for the project, including copies of their academic/professional qualifications;
    k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation/Job Completion Certificates and Photographs of the projects;
    l) Works: List of plants/Equipment with proof of ownership/lease;
    m) For supply of Equipment: Letter of authorization from representative of the Original Equipment Manufacturers (OEMs);
    n) Only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorised representatives should bid for the vehicles;
    o) Companies bidding for the supply of IT equipment: evidence of accreditation by Nigerian Information Technology Development Authority (NITDA) and the Computer Professionals Registrations Council of Nigeria;
    p) For Training/Empowerment Programmes: Evidence of Firm’s Registration with the Centre for Management Development (CMD);
    q) Electricity Jobs: Evidence of current license issued by Nigerian Electricity Management Services Agency (NEMSA);

    Please note that the Centre will carry out due diligence verification of all the original documents mentioned above.

    4. COLLECTION OF TENDER DOCUMENTS
    Interested companies are to collect the Standard Bidding Document (SBD) from the office of the Head of Procurement of National Productivity Centre, Plot 2173, Cape Town Street, Wuse Zone 4, Abuja, on evidence of payment of a non-refundable tender fee of N10,000.00 per Lot, paid into the National Productivity Centre’s Remita account in any reputable commercial bank in Nigeria. Firms submitting bids for Expression of Interest and Pre-qualification will not pay at this stage until after short-listing.

    5. SUBMISSION OF BIDS DOCUMENTS

    5.3 CATEGORY C: INVITATION TO TENDER
    Prospective bidders are to submit bids for each Lot desired, comprising two (2) hard copies each of the Technical Bid and Financial Bid. The Technical Bid shall be accompanied by a scanned soft copy in PDF format saved on a dedicated USB flash drive. The Technical and Financial Bids shall be accompanied by a soft copy in MS Excel format saved on a separate USB flash drive.
    Thereafter, the two sealed envelopes shall be enclosed in a larger sealed envelope addressed to the Director General, National Productivity Centre, Plot 2173, Cape Town Street, Wuse Zone 4, Abuja, and clearly marked with the name of the project and the Lot number. Furthermore, the reverse side of each sealed envelope should bear the name and address of the bidder and be deposited in the designated Tender Box located in the Office of the Director of Procurement not later than 12:00 noon on Tuesday, 30th June, 2026.

    6. OPENING OF BIDS
    6.1 OPENING OF (EOI)/PRE-QUALIFICATION DOCUMENTS (CATEGORY A & B)
    Only the Expression of Interest and Pre-qualification documents (Category A & B) will be opened immediately after deadline for submission at 12:00 noon on Tuesday, 30th June, 2026 at the Centre’ Board Room. Relevant private sectors professional bodies and Civil Society Organizations are hereby invited to witness the opening.

    6.2 OPENING OF BIDS FOR TENDER (CATEGORY C)
    The Technical bids (for Goods & Works) will be opened immediately after the deadline for submission at 12:00 noon on Tuesday, 30th June, 2026 at the Centre’ Board Room. Relevant private sectors professional bodies and Civil Society Organizations are hereby invited to witness the opening of the bids.
    Bidders should please ensure that they sign the Bid Submission Register in the office of Head of Procurement as the Centre will not be held liable for misplaced or wrongly submitted bids. For further enquiries, please contact the Head of Procurement on npcprocurement25@gmail.com

    7. PLEASE NOTE THAT
    i. Standard Bidding Documents can also be collected in soft copies and Bidders can submit through Post (Courier Services);
    ii. All bids must be submitted in hard and scanned soft copies;
    iii. Only short-listed bidders will be invited at a later date for collection of Request for Proposals/Tender Documents;
    iv. Applicants should not bid for more than two (2) lots (violation will attract automatic disqualification);
    v. Certificates shall be referred to the respective issuing authority for authentication;
    vi. The evaluation shall be strictly based on the requirements specified above and as contained in the Standard Bidding Documents;
    vii. The advertisement is published for information purpose, and will not be construed as a commitment or obligation on the part of the National Productivity Centre. The Centre is not bound to consider any bid and reserves the right to reject bids at any time or cancel the procurement proceedings in the public interest;
    viii. Due diligence exercise shall be conducted to verify the claim made by bidders; and
    ix. All submissions must be made in English Language;
    x. Representatives of relevant professional bodies, Civil Society and Non-governmental Organisations along with the general public are invited to witness the openings;
    xi. The NPC is not bound to prequalify/shortlist any bidder and reserves the right to annul the procurement process without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
