    A. BACKGROUND AND OBJECTIVE
    The Federal Government of Nigeria (FGN) has received a loan from the African Development Bank (AfDB) towards the cost for the Abia State Integrated Infrastructure Development Project (ABSIIDP) and it intends to apply part of the proceeds for Consultancy Services for Needs Assessment, Valuation and Supervision for Social Infrastructure Rehabilitation for the Abia State Integrated Infrastructure Development Project (ABSIIDP).

    ABSIIDP’s objective is to contribute to socio-economic development, poverty reduction through improved road transport infrastructure to reduce road maintenance costs, vehicle operating cost and travel time.

    A key component of ABSIIDP involves the rehabilitation of social infrastructure such as public schools, Primary Health Care Centres (PHCs), community markets, water supply boreholes, etc., with the objective of enhancing service delivery, public health outcomes, educational quality, and local economic development across local government areas which the ABSIIDP cuts across.

    The specific objectives of the assignment include:
    (i) To conduct detailed technical and condition assessments of identified social infrastructure facilities (schools, PHCs, and markets);
    (ii) To prepare compliant and cost-effective rehabilitation designs, tender documents, technical specifications, and Bills of Quantities;
    (iii) To supervise rehabilitation works to ensure quality, safety, and adherence to approved designs and AfDB Environmental and Social Safeguards requirements;
    (iv) To ensure full compliance with AfDB Integrated Safeguards System (ISS) and Occupational Health and Safety (OHS) requirements; and
    (v) To support ABSIIDP in timely delivery, cost control, and sustainability of rehabilitated facilities.

    The Abia State Ministry of Works now invites eligible consulting firms to indicate their interest in providing the Services for Needs Assessment, Valuation and Supervision for Social Infrastructure Rehabilitation. Interested consultants must provide the following information indicating that they are qualified to perform the services:

    1. Consultant’s registration certificate (brochures and company profile);
    2. Description of similar assignments with evidence of award (letter of award and/or contract agreement);
    3. Brief description of experience in similar conditions;
    4. Availability of appropriate skills among staff (Civil Engineers, Architects, Structural Engineers, Environmental and Social Safeguards Specialists, Quantity Surveyors, Public Health Infrastructure Specialists, and other relevant experts);
    5. Evidence of working in similar regional work experience in similar fields (within Nigeria and/or Sub-Saharan Africa);
    6. Consultants may constitute joint ventures of not more than three parties to enhance their chances of qualification.

    Eligibility criteria, establishment of the short-list and the selection procedure based on Quality- and Cost-Based Selection (QCBS), with a proposed weighting of 80% technical and 20% financial, shall be in accordance with the African Development Bank’s Procurement Policy Framework, October 2015, which is available on the Bank’s website at https://www.afdb.org/en/projects-and-operations/procurement/new-procurement-policy/

    INVITATION TO TENDER (ITT) FOR NEW OFFICE COMPLEX FOR THE ABIA STATE MINISTRY OF AGRICULTURE & ALLIED AGRO-BASED OFFICES.

    1.0 INTRODUCTION:
    The Abia State Government plans to establish a new office complex at KM7 Ikot Ekpene Road, Umuahia, to accommodate the Ministry of Agriculture and allied agro-based offices. This proposed project is part of a strategic plan to relocate the ministry from its current headquarters on Library Avenue, Umuahia, to a more agriculturally strategic hub within the Umuahia-Umdike axis. The purpose of the proposed relocation is to enhance productivity and position the ministry in a more conducive environment to drive food security and agricultural transformation.
    The Abia State Ministry of Lands, in its supervisory role over public buildings and maintenance, hereby invites tenders from competent, reputable, and registered contractors with proven experience to submit bids for the construction of a new office complex for Abia State Ministry of Agriculture & Allied Agro -Based offices, KM7 Ikot Ekpene Road, Umuahia.

    2. SCOPE OF WORK
    The project encompasses site preparation, construction of a new office complex, structural works, finishing, painting, and the installation of essential systems like electrical, plumbing, sewage, and fire-fighting facilities.

    3. ELIGIBILITY REQUIREMENTS
    (a) Evidence of Certificate of Incorporation with the Corporate Affairs Commission.
    (b) Evidence of Company’s income Tax Clearance Certificate for the last three (3) years valid 31st December.
    (c) Evidence of Abia State Identity number (ABSSIN) registration.
    (d) Company profile, personnel and similar jobs executed in the last five years.
    (e) All documents for submission must be transmitted, with a convey letter bearing the company/firm’s letter head paper and written in English.
    (f) Certificate of registration with the Abia State Bureau of Public Procurement.
    (g) Evidence of firm’s registration with relevant professional bodies, e.g COREN/QSRBN/TOPREC/ARCON/ CORBON/SURCON/ESVARBON etc.
    (h) Technical Capacity: Profile of the firm including CVs of key professional staff (e g, Civil Engineers) and evidence of at least three similar building projects successfully completed in the last five years.
    (i) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Abia State Ministry of Lands & Public Buildings is a former or present director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in the particulars.
    (j) Financial Capability: Reference letter from a reputable commercial bank. (k) All submissions must be preceded by a collection of expected design standards from the Ministry of Lands and Public Buildings at approved fees.

    4. SUBMISSION OF TENDER DOCUMENTS:
    Bids must be submitted in two separate sealed envelopes (Technical and Financial), placed within a larger envelope clearly labeled “Construction of a new office complex for Abia State Ministry of Agriculture & Allied Agro-based offices, KM7 Ikot Ekpene Road, Umuahia”. The submission should be addressed to the: Permanent Secretary, Ministry of Lands, Block A, State Secretariat, Ogurube Layout, Umuahia, Abia State.

    5. CLOSING DATE AND TIME:
    The deadline for submissions is 6 weeks from the date of this publication.

    6. OPENING OF BIDS:
    Technical and financial bids will be opened immediately on the first work day after the deadline in the Ministry’s Conference Room, with bidders or ther representatives invited to attend.
